This is Hogan (which has showed up in the comic before). He runs The Webcomic Crossover and Cameo Archive, where he personally catalogs all known webcomic cameos, crossovers, extended cameos, and such. He’s very busy. One of the staples of people that work with Hogan (especially with the Cameo Capers and The Crossover Wars), is that he tends to go after people that do a lot of cameos of crossovers…
